§ 599B.197. Recovery service: Performance required before changing or receiving money from consumer

A seller or salesman engaged in a recovery service shall not charge or receive any money or other valuable consideration from a consumer before full and complete performance of the service which the seller or salesman has agreed to perform for or on behalf of the consumer.
