There are 15 states with laws governing consumer solicitation by text message: Arizona, California, Colorado, Connecticut, Florida, Indiana, New Jersey, New York, North Dakota, Oklahoma, Rhode Island, Utah, Virginia, Washington and Wisconsin. Other states, especially Texas, Louisiana, and Wyoming have restrictive laws regarding both manual and autodialed communications to mobile phones.
